You need to provide the attendees with security access cards because people coming early keep standing outside which is not good. Also, they cannot enter the building nor are able to do any work either. Please simplify things for the attendees.

Special request by guests should be considered as long as it’s not criminal or legal. Even if it comes with a fee, I think it will be okay as long as the guest is comfortable.
